Most days were meetings. I am a gray man. I encountered the best and the worst in people. This is my story as a municipal bureaucrat, spanning forty-four years. About the Author Ben Leiter is a veteran public servant having served as city manager in seven cities across the country. He holds an M. A. and an M. P.A. Mr. Leiter has been selected three times by the International City Management Association (ICMA) to represent the City Management profession and the United States in official overseas delegations. He has published over twenty articles in professional publications, written a monthly newspaper column, and spoken at state-wide and national professional conferences. He has been the recipient of various ICMA awards.
