The year is 1834. With political unrest and disturbances on the Continent, memories of the bloody French Revolution and Napoleonic wars stay alive and the British government is jittery. In Dorset smuggling is in decline and poverty is life. Riots, agricultural machine smashing and rick burnings have been quashed with harsh punishments.
